Factors influencing the intention of implementing digital transformation in apartment building management in Ho Chi Minh City: an approach based on the UTAUT and TOE frameworks

Abstract

This study investigates the factors influencing the intention to implement digital
transformation in apartment building management in Ho Chi Minh City, adopting the
Unified Theory of Acceptance and Use of Technology (UTAUT) and the Technology -
Organization - Environment (TOE) frameworks. Data were collected from 205 apartment
management personnel through a structured questionnaire survey and 15 in-depth
interviews. Partial Least Squares Structural Equation Modeling (PLS-SEM) analysis
revealed that leadership support, government policies, partner support, and personal
interest exert significant positive effects on the intention to adopt digital transformation.
In contrast, performance expectancy and observability showed negative effects, reflecting
practical concerns outweighing theoretical expectations. The findings also confirm the
applicability of the integrated UTAUT-TOE model in the local context and provide policy implications for promoting more effective digital transformation in urban housing
management.
