The principles of independence, selfreliance, multilateralization, diversification, and commitment to peace, cooperation, and
development have onsolidated Vietnam’s position in the international arena, safeguarded
a peaceful environment, supported national development, and promoted the well-being
of the people. However, amid the complexities of the global context, numerous distorted
arguments and various misleading narratives deliberately misrepresent the nature of
the Party and State’s foreign policy, labeling it as “power balancing”, “inconsistent,”
“passive,” or “ambiguous.” In this regard, it is an urgent requirement to reaffirm the
theoretical and practical values of Vietnam’s foreign policy as well as to identify and
refute erroneous and hostile arguments in order to protect the ideological foundation
of the Party, guide public opinion, and maintain political and diplomatic stability in the current context of profound global integration

2025-08-29T00:00:00+07:00 Copyright (c) https://vjol.info.vn/index.php/tchvcanbotpHCM-vjol/article/view/118451 Factors influencing the intention of implementing digital transformation in apartment building management in Ho Chi Minh City: an approach based on the UTAUT and TOE frameworks 2025-08-29T09:21:08+07:00 VÕ THANH TUYỀN tapchi@hcmca.edu.vn
This study investigates the factors influencing the intention to implement digital
transformation in apartment building management in Ho Chi Minh City, adopting the
Unified Theory of Acceptance and Use of Technology (UTAUT) and the Technology -
Organization - Environment (TOE) frameworks. Data were collected from 205 apartment
management personnel through a structured questionnaire survey and 15 in-depth
interviews. Partial Least Squares Structural Equation Modeling (PLS-SEM) analysis
revealed that leadership support, government policies, partner support, and personal
interest exert significant positive effects on the intention to adopt digital transformation.
In contrast, performance expectancy and observability showed negative effects, reflecting
practical concerns outweighing theoretical expectations. The findings also confirm the
applicability of the integrated UTAUT-TOE model in the local context and provide policy implications for promoting more effective digital transformation in urban housing
management.

2025-08-29T00:00:00+07:00 Copyright (c) https://vjol.info.vn/index.php/tchvcanbotpHCM-vjol/article/view/118452 Developing creative human resources in Vietnam in the context of the knowledge-based economy 2025-08-29T09:28:47+07:00 Nguyen Thi Toan Thang tapchi@hcmca.edu.vn
In the context of the rapidly expanding knowledge-based economy, creative human
resources play a pivotal role in enhancing competitiveness and fostering sustainable
growth, particularly in developing countries such as Vietnam. This paper seeks to
clarify the role of creative human resources, analyze the challenges in developing this
workforce, and propose solutions tailored to Vietnam’s practical conditions. Using a
synthesis of literature and a comparative case analysis of Singapore, South Korea, and
Vietnam, the study identifies digital skills, systems thinking, lifelong learning ability,
and innovation as core competencies that should be prioritized. Although Vietnam has
introduced supportive policies such as Project 844 and various education - enterprise
cooperation models, gaps remain between education and practice, alongside limitations in the creative environment. Thereby, the paper proposes solutions including reforming
education toward STEM/STEAM integration, fostering a culture of innovation in
enterprises, enhancing state policy coordination, and applying modern technologies in
training with the aim of effectively developing creative human resources to meet the
demands of the knowledge-based economy

2025-08-29T00:00:00+07:00 Copyright (c) https://vjol.info.vn/index.php/tchvcanbotpHCM-vjol/article/view/118453 The impact of factors on tourists’ destination choice: a case study of Tan Trieu Islet 2025-08-29T09:34:32+07:00 Cao Do Quyen, Vo Thi Ngoc Thuy tapchi@hcmca.edu.vn
This study aims to identify and measure the factors influencing domestic tourists’
decisions to select Tan Trieu Islet, Dong Nai Province, as a travel destination, thereby
proposing managerial implications aligned with the new context of tourism development.
A mixed-methods approach was employed, combining qualitative research (expert group
discussions) and quantitative research (a survey of 389 domestic tourists) to validate
the model. Data were analyzed using SPSS 25 through descriptive statistics, Cronbach’s
Alpha reliability testing, exploratory factor analysis (EFA), and multiple linear regression
analysis. The findings reveal that several factors exert a positive influence on destination
choice, including destination information, safety, travel motivation, reasonable service
prices, infrastructure, recreational activities, and destination image. Among these,
destination information and safety emerge as the most influential factors. Based on these results, the study proposes policy implications focusing on developing multi-channel
information strategies, strengthening safety foundations, enhancing overall experiential
value, and aligning with the broader tourism development strategy of Dong Nai Province.

2025-08-29T00:00:00+07:00 Copyright (c) https://vjol.info.vn/index.php/tchvcanbotpHCM-vjol/article/view/118454 Applying Friedrich Engels’ educational thought to contemporary Vietnamese education 2025-08-29T09:42:17+07:00 Le Thi Kim Hue tapchi@hcmca.edu.vn
From the standpoint that education is a means of human liberation, which must
be closely linked with labor, theory, and practice, and aimed at the comprehensive
development of intellect, morality, physical well-being, and creative capacity, this article
analyzes the historical value of Friedrich Engels’ educational thought for the formation
and development of socialist education, particularly in Vietnam under the inheritance and
creative application by President Ho Chi Minh and the Communist Party. A sociological
survey was conducted using structured questionnaires with 200 fishing households
across Thanh An Commune, Long Hoa Commune, and Can Thanh Town. In addition, 20
experienced fishing households participated in in-depth interviews to provide detailed
insights into fishing seasons, techniques, and observed changes over time.
Beyond primary data, the study utilized secondary sources, including socio-economic
reports of Can Gio District (2022-2024), data from the District’s Department of Agriculture and Rural Development, and relevant specialized literature. Field observations were
also carried out to verify and supplement the collected data.
The findings indicate a decline in marine species and degradation of biodiversity
in Can Gio’s coastal waters, driven by erratic weather patterns, severe environmental
pollution, and, most critically, overfishing using destructive fishing gear that has depleted
local fishery resources. The paper proposes several measures to strengthen the adaptive
capacity of fishing communities and promote the sustainable development of the local
capture fishery sector.

2025-08-29T00:00:00+07:00 Copyright (c)
