Steps and procedures for developing and approving policies for laws and ordinances

Abstract

The paper analyses legal provisions on developing and approving policies for laws and ordinances. It clarifies steps and procedures as well as responsibilities of the subjects who participate in developing and approving policies for laws and ordinances. The paper also evaluates advantages, disadvantages and the practice of implementing the process for developing policies. It then offers some recommendations for improving the process to develop polices and enhancing the quality of law and ordinance promulgation.
