Regulatory impact assessment in lawmaking of the European Union - Experiences for Vietnam

Abstract
The 2015 Law on promulgation of legal normative documents has been introduced with many breakthrough provisions among which are noticeably the provisions on the requirements of regulatory impact assessment in the process of lawmaking. The implementation of these provisions, however, encounter many difficulties in practice. The paper analyses the concept, the subjects and the steps of regulatory impact assessment in lawmaking of the European Union and draws lessons learnt for Vietnam in regard to broadening the scope of legal normative documents which are subject to regulatory impact assessment, guaranteeing the participation of related parties and consulting public views in the process of developing and improving the legal system at present.
