The process of human resource development in Binh Phuoc province in the period 1997 - 2010 from a historical perspective

Abstract

Abstract: After its re-establishment in 1997, Binh Phuoc Province faced numerous challenges related to infrastructure, educational levels, and the capacity of its workforce - especially in the context of the country’s nationwide push for industrialization and modernization. In its socio-economic development strategy for the 1997-2010 period, Binh Phuoc identified human resources as a key factor, playing a decisive role in the transformation of the economic structure and the process of integration. This article focuses on presenting the historical context of the early days following the province’s re-establishment; the guidelines and policies of the Central Government and the Provincial Party Committee regarding human resource development; and the actual state of human resources in Binh Phuoc during the 1997- 2010 period.
