Ho Chi Minh City (HCMC) is the most dynamically developing political and economic center of
Vietnam. The inevitable consequence of the integration and development of HCMC is the rapid increasing in
the number of migrant workers. Along with that, the number of children of all ages in general and children
under 36 months in particular has increased rapidly. Consequently, the state preschools do not fully meet the
needs of society. It’s neccessary to emergence independent private youth group. However, the quality of their
activities is still many problems and has to necessary measures to improve management efficiency, contribute
to improving the quality of care and education for children under 36 months old, and ensure the development
goals of education in Vietnam.
