Abstract: The contingent of provincial leaders and managers holds a particularly important position. The implementation of the Party's guidelines and the State's policies and laws in each province heavily relies on the management level and political culture of this contingent. The demands for political culture in this group essentially reflect the needs of the country's development reality.
