Abstract

The demand for investment in the construction of rural water supply schemes is increasing while the state budget is limited to meet the requirements, the solution of investment in the form of public-private partners has several roles and important positions to solve this problem.  In order to attract the private sector to invest in the form of public-private partnerships, the balance of benefits between the public and private sectors is the most important factor. The paper uses Enhanced Linear Programming (ELP) to propose a structure of equity to optimize benefits between the public and private sectors with data from an investment project of clean water supply scheme in Trung Dong and Truc Tuan communes, Truc Ninh district; Nam Thanh commune, Nam Truc district of Nam Dinh province. Research results show that the optimal equity structure is 20%, the public sector participation is from 28.32% to 51.97% of the construction investment. These findings should be used as a benchmark for relevant agencies such as project enterprises, state management agencies, and financial institutions when selecting projects for Public Private Partnership in Rural Water Supply in Vietnam.
