The Political System of Buôn Đôn Commune, Đắk Lắk Province in Operating the Two-Tier Local Government Model: Achievements and Several Solutions

Abstract

Buôn Đôn Commune (formerly Krông Na Commune, Buôn Đôn District), Đắk Lắk Province, covers an area of approximately 1,113.79 km² and became the largest commune in Vietnam following the 2025 administrative unit reorganization. After the administrative merger, the organizational system and the Party, State, Vietnam Fatherland Front, and its member organizations at the commune level were restructured in a coordinated, streamlined, effective, and efficient manner. However, as a border commune with an extensive area and a strategically important position in terms of national defense and security, Buôn Đôn has faced certain initial difficulties and constraints in operating under the two-tier local government model, particularly regarding the capacity and qualifications of grassroots-level officials, infrastructure conditions, equipment, and office facilities. This article examines the achievements, existing limitations and shortcomings, and proposes several solutions to further build and improve the political system of Buôn Đôn Commune in order to meet the requirements of socio-economic development and national defense and security in the new context.
