Xây Dựng Hệ Thống Đo Lường Mức Độ Đạt Chuẩn Đầu Ra Chương Trình Đào Tạo – Mô Hình Áp Dụng Tại Đại Học Sư Phạm Kỹ Thuật Thành Phố Hồ Chí Minh

Chất lượng của chương trình đào tạo (CTĐT) ngày càng được xã hội quan tâm. Việc đạt chuẩn đầu ra (CĐR) CTĐT là một trong những điều kiện để sinh viên được xét và công nhận tốt nghiệp theo Quy chế đào tạo trình độ đại học ban hành kèm Thông tư số 08/2021/TT-BGDĐT và cũng là yêu cầu bắt buộc trong bộ tiêu chuẩn đánh giá chất lượng AUN-QA cấp CTĐT version 4.0 của Mạng lưới các trường đại học Đông Nam Á. Hiện nay, các trường đại học tại Việt Nam đang ở giai đoạn đầu trong quá trình xây dựng và hình thành các phương pháp, công cụ đo lường. Nhóm tác giả đã sử dụng phương pháp nghiên cứu định lượng kết hợp định tính thông qua ý kiến phản hồi của giảng viên và các kết quả đo lường mức độ đạt CĐR CTĐT áp dụng thí điểm tại trường đại học Sư phạm Kỹ thuật TP.HCM trong 3 năm học 2019-2020, 2020-2021 và 2021-2022, bài viết trình bày thực trạng triển khai từ đó đề xuất mô hình đo lường tổng quan, quy trình và biểu mẫu hướng dẫn đo lường CĐR phù hợp với các điều kiện thực tế của Nhà trường để bắt đầu áp dụng từ năm học 2022-2023 nhằm đảm bảo chất lượng đào tạo, đáp ứng yêu cầu của quy chế đào tạo và các bộ tiêu chuẩn đánh giá/kiểm định chất lượng trong nước và quốc tế.
