Abstract

Autonomy and self-responsibility in financial management is advocated Party line and the State of Vietnam in the current period. In order to realize this policy, the institution needs to implement some solutions, include: raising awareness about financial management towards increasing autonomy and self bear accountability for those involved; perfect management tool; promoting  the  role  of  orientation  and  supervision  of  the  University  Council;  publicly, transparent,  self-responsibility  management  deciding;  improve  financial  management  for director and related subjects.
