Đầu tư theo phương thức đối tác công - tư trong thu gom, xử lý nước thải: Kinh nghiệm quốc tế và bài học cho thành phố Hà Nội
Abstract
The article analyzes the experience of developing investment activities according to the public-private partnership (PPP) method in wastewater collection and treatment of three urban areas in Japan, Egypt and China. These are cities with developed economies and densely distributed populations, so they face multiple challenges in wastewater collection and treatment, which is similar to those in Hanoi city. Project contracts are implemented in the cities in many different forms such as: transfer of rights, build-operate-transfer (BOT) or design-build-finance-operate-transfer (DBFOT). The cooperation between the public and private sectors in those cities has many advantages as well as difficulties and points to be improved, so it provides necessary lessons of experiences for Hanoi in the process of implementing PPP projects in the field of wastewater collection and treatment.
