Abstract
Local Governance is an approach associated with the process of decentralization in many countries around the world starting from the middle of the twentieth century until now. In Vietnam's history at certain stages, the decentralization mechanism has been applied in practice, although the names may differ. Right from the beginning of the nineteenth century, although the orientation of the Nguyễn Dynasty state model was centralization, due to the impact of the historical context, the special decentralization mechanism was applied as a situational solution for the transition period to reach full centralization. The following article will focus on clarifying some contents of the governance mechanism in the first thirty years of the Nguyễn Dynasty with the existence of Bắc Thành and Gia Định Thành. This is a clear manifestation of the decentralization mechanism in the early nineteenth century but does not deviate from the trajectory of the centralized state model that the Nguyễn Dynasty aims for.
