Abstract

Digital transformation in higher education has become an imperative, especially for private universities such as Luong The Vinh University, where competition in training quality is increasingly intense. This study focuses on analyzing lecturers' digital competence as a central factor determining the success of the digital transformation process. Based on modern educational theories (constructivism, experiential learning, PBL, simulation) and international digital competence frameworks (DigCompEdu, DCS-UT), the paper surveys 85 lecturers at Luong The Vinh University, combined with in-depth interviews with 10 representative lecturers. The results show that: (1) most lecturers remain at the level of "tool use" without reaching "pedagogical integration"; (2) the greatest limitations lie in data analysis skills, simulation design, and learning data-based assessment; (3) the main reasons are the lack of systematic training programs and appropriate evaluation mechanisms. Accordingly, the study proposes a synchronized solution framework based on three pillars: structured training, supportive infrastructure and learning materials, and institutional innovation and digital culture.
