Abstract

Abstract: Improving the local governance framework in a modern and efficient
direction is an urgent requirement in Viet Nam today, in order to implement the Party’s
resolution on “renewing national governance toward modernity and efficiency” adopted
at its 13th National Congress. To strengthen local governance mechanisms, it is
indispensable to guarantee citizens’ participation in governance activities. Although
many countries around the world—including Vietnam—have undertaken such measures,
they have done so with varying degrees of depth and effectiveness. This article examines
the theoretical foundations of citizen participation and, on that basis, proposes a set of
solutions to foster greater civic engagement in local governance in Viet Nam in the
coming period.
