Abstract

Abstract: The transition from a three-tier to a two-tier model of local government is
a pivotal step in reforming the state apparatus. This structural change, however,
necessitates urgent amendments to electoral law to ensure that the value and substance
of a fundamental political right—the right to vote—are not diminished. This article
analyses shortcomings in the current electoral framework and proposes orientations for
amendment with a view to ensuring coherence, internal consistency and practical
feasibility in forthcoming elections.
