Abstract

Abstract: The rapid development of financial technology has driven the emergence
of digital banks and created an urgent need to establish a legal framework to effectively
regulate this new banking model. This article examines the legal regulations governing
digital banking in Hong Kong and Taiwan, thereby drawing useful lessons and
proposing solutions to improve Vietnam’s legal framework. The key issues addressed
include licensing conditions, risk management, protection of customer information and
mechanisms for safeguarding consumer rights.
