QUALITY ASSURANCE MODELS IN HIGHER EDUCATION: THE EVOLUTION AND THE OPPORTUNITY OF INTERNATIONAL INTEGRATION FOR VIETNAM
Abstract
The article focuses on introducing and analyzing prominent quality assurance (QA) models in higher education in the world in general and in Vietnam in particular. By investigating and making comparison among QA models such as ISO 9000, Total Quality Management (TQM), EFQM, etc. and international quality assurance agencies, the author pointed out their characteristics, structures, and operations, thereby drawing valuable lessons for quality assurance in higher educational system in Vietnam. The article also emphasizes the role of key components that constitute a comprehensive QA system including internal quality assurance, external quality assurance, and independent accreditation bodies. Based on the assessment of current implementation of QA in higher education institutions in Vietnam, the paper proposed a number of solutions to enhance the quality and promote the stable development of QA activities. These solutions include: Building a culture of QA within universities, strengthening self-assessment and external accreditation practices, and enhancing the capacity and independence of domestic accreditation agencies to approach regional and international standards.
