Background and enrollment trends of open universities in vietnam, period 2020 – 2024

Abstract

The article analyzes the development context and outstanding enrollment trends of open universities in Vietnam (typically: Hanoi Open University - HOU; Ho Chi Minh City Open University - OUHCM) in the period of 2020-2024. Data shows: (i) total new university enrollment recovers after the pandemic and increases sharply in the 2023-2024 school year; (ii) distance learning enrollment increases rapidly in both scale and proportion; (iii) diversified admission methods (high school exam, transcript, capacity assessment/thinking assessment, separate consideration); (iv) the need for flexible, lifelong learning and digital infrastructure promote the open education model.
