Abstract

In the context of globalization and international integration, attracting and managing foreign teachers (FTs) is becoming an important trend for many educational systems. The diversity and professionalization of teaching staff require countries to develop effective and comprehensive management strategies. Managing FTs includes key aspects such as establishing rigorous recruitment processes, checking professional competence and professional ethics. Developed countries like Singapore and Finland have built advanced management models that focus on comprehensive teacher evaluation, from professional qualifications to communication skills and cultural adaptation. Administrative, legal, and life support systems for FTs are also crucial to ensure work stability and effectiveness. Additional training programs on teaching styles, local culture, and communication skills help foreign teachers quickly integrate and maximize their capabilities. For Vietnam, studying and learning from developed countries will provide a basis for building a professional foreign teacher management system, contributing to improving educational quality and expanding international integration space. Applying advanced models while adjusting them to suit Vietnam's specific context and conditions will be an effective solution for developing educational human resources.
