Abstract
Abstract: In the context of transforming the growth model and improving the socialist-oriented market economy institutions, the reform of land law and financial–banking law plays a pivotal role in unlocking resources and promoting economic development. The National Assembly, as the highest representative body of the people and the supreme state authority, assumes a particularly important role in shaping a legal framework that is responsive to new development demands. The article employs primary research methods including legal analysis, synthesis, and comparative law, combined with a socio-legal approach through the ROCCIPI model (Rule – Opportunity – Capacity – Communication – Interest – Process – Ideology) to assess the effectiveness and feasibility of legal regulations in these two fields. This article analyzes the role of the National Assembly in reforming land and financial–banking law in line with a development-oriented (facilitative) legal approach, thereby proposing several orientations to enhance the effectiveness of legislative activities to meet the requirements of sustainable economic development.
