The strategy is determined to start from the 14th National Congress of the Communist Party of Vietnam in 2026, an ideology that is inseparable from the role of General Secretary To Lam. The article reviews the impressive milestones that the General Secretary has presented at domestic and international forums, the core contents, important goals, “foundations for positioning”, policies and strategic solutions to realize it. However, barriers from policy mechanisms and internal weaknesses have hindered the development of the private sector. Muong Long, a highland border commune in Nghe An province, is home to a concentrated community of Hmong people who possess a rich body of indigenous knowledge in agriculture, cuisine, folk songs and dances, traditional crafts, folk games, and rituals. However, CBT activities in the area remain largely spontaneous, small-scale, and have yet to develop into a complete value chain. In particular, it has emerged as a critical area of influence in the context of the intensifying US-China competition. Numerous cooperation initiatives have been launched between major countries and the Mekong sub-region as well as among its members. While the U.S. was initially slow to establish cooperative ties with countries in the Mekong sub-region, recent years have seen a marked shift, with certain achievements in development, security, and environment. It was established in 2010 and has been playing an increasingly important role in the global economic and political process. Russia and China are not only the founders but also leading countries who have launched many initiatives to promote intra-bloc cooperation. Built upon combining mutual strengths, Russia and China’s strategic cooperation in organizations, including the BRICS, has the potential to shape changes in international relations on both a global and regional scale.
