The Necessity of Developing a Procedure for Analyzing and Evaluating the Effectiveness of Road Transport Infrastructure Investment Projects Implemented under BOT Contracts in Vietnam
Abstract
The investment form of “Build-Operate-Transfer” (BOT) is a way to attract private investment in road
construction projects. Currently in Vietnam, in the transportation sector, to assess the investment efficiency
of road construction projects during the pre-feasibility and feasibility study phases in BOT contracts projects,
there is a lack of standards and procedures that fully specify the content, requirements, and tasks for analyzing
and evaluating the investment efficiency of construction projects. The article analyzes the advantages and
disadvantages of the current situation regarding the assessment of the effectiveness of road construction
projects in BOT contract in Vietnam. It proposes a process for evaluating the effectiveness of investment in
BOT contract of road construction projects in Vietnam, contributing to enhancing efficiency and attracting
investment in BOT contract of road construction projects. This ensures a balance of interests among the
State, investors, and the public when implementing in BOT projects, allowing for reasonable negotiations
among the parties involved, so in that BOT investment projects can sign contracts promptly
