Abstract

After more than 19 years of implementation, the 2006 Law on Civil Aviation of Vietnam (amended and supplemented in 2013, 2014, 2023, 2024) has been effective in regulating social relations arising in the field of civil aviation. However, in addition to the advantages achieved, in the implementation process, the Law on Civil Aviation of Vietnam has also revealed many limitations and shortcomings. Implementing the provisions of the Law on Promulgation of Legal Documents 2025 (amended and supplemented in 2025), Resolution No. 77/2025/UBTVQH15 dated April 21, 2025 of the National Assembly Standing Committee on adjusting the 2025 Legislative Program, the new Draft Law on Civil Aviation of Vietnam has been developed by the Government and submitted to the National Assembly for consideration. The article analyzes a number of legal issues in the Draft Law on Civil Aviation of Vietnam to make recommendations for improving legal regulations.
