Obstacles and Challenges in General Education Development in Northwestern Mountainous Region at Present

Abstract

Vietnam has issued many policies and has had considerable investments of facilities for education of Northwestern region. Yet, many obstacles in general education still have remained affecting the access to schools of pupil in mountainous and remote regions where there are crowds of ethnic minority students. Based on the results of qualitative research conducted in two provinces, namely Dien Bien and Lao Cai, this writing indicates that the perceptions of parents and students, family circumstances, local customs, teachers, infrastructure, terrain, weather, etc., are factors affecting the access to schools of students in the Northwestern mountainous region
