Policy of Transformation, Withdrawal and Implementation of Land Law among Ethnicities in the Northeastern Region of Vietnam at Present
Abstract
Quang Ninh and Lang Son provinces located in a developmental triangle (Hanoi - Lang Son - Quang Ninh) of the Northeastern region of Vietnam were chosen to be the author’s research sites. The implementation of land transformation since the Renovation (1986), especially in the recent five years, particularly the big projects of land transformation have made a contribution to motivate the socio-economic development in localities of each province and the Northeastern region where many people of minority ethnicities live. Yet, in the background of the market economy, the transformation and withdrawal of land also have arisen issues of law, implementation and pressings of people. From the ethnological and anthropological perspectives, this writing finds out the effectiveness of implementation of mechanism of transformation and withdrawal of land among the ethnic minorities. Apart from those, this article also examines the responses of ethnic minority people who have been objects of the land transformation and withdrawal under the impacts of law as well as the participation mechanism of the communities
