This article analyzes fieldwork data from four Hmong communes and examines to what extent way of life, low educational levels, and drunkenness are causes of domestic violence, as well as the effect on the main victims of domestic violence - women and minors. Hmongs usually give priority to community-based reconciliation, looking to high-ranking family or kin members to solve domestic violence issues. Legal, governmental intervention is considered necessary only if the violence leads to serious injury or continual community reconciliation is unsuccessful. The article concludes with a recommendation to build up the current community-based way of life and to apply measures to increase Hmong people’s awareness of government laws against domestic violence.
