The paper provides information about the Highlander Organisation- an organisation of ethnic minorities in Tay Nguyen settled in the United States. According to the author, the Highlander Organisation was established as the remnants of the political movement of opportunists and nationalists in Tay Nguyen from 1950 to 1980. The leaders of this organastion set up an exiled government called “Degar Republican State” in the United States. They used dishonest means to court the Governments and the Head of States’ support. They forced and duped the ethnic minorities in Tay Nguyen to instigate violent disturbances in January 2001 and April 2004. Additionally, they distorted the situation of ethnic groups, religion, and human rights in Tay Nguyen to slander the Vietnamese Government.
