This article focuses on the effects of training the ethnic minority cadre policies and the Cham people’s traditional proclivity for learning to the development of human resources among Cham people in Ninh Thuan and Binh Thuan provinces. Since 1975 a number of ethnic minority cadres have been trained. The qualifications for training, however, are limited. Furthermore, the careers are not diversified, focusing mainly on education and medical. As a result of these shortcomings in training, the Cham people are hindered in their abilities to develop in other socio-economic activities.
