This study indicates that the unplanned migration in Thanh Hoa and Nghe An provinces previously occurred on a small scale, and mainly in the internal region or in the internal provinces. However, from 1991 to the present, this situation has become more and more complicated. To deal with the unplanned migration and to help emigrants having stable lives and the ability to develop their production, the Government and the local authorities have enforced policies and solutions simultaneously with programs and projects for socio-economic development. The result is that the unplanned current of Hmong migrants from other provinces, mostly from the northern mountainous area, to the two above mentioned provinces, and from these provinces to Tay Nguyen area, has been closely controlled and limited compared with in previous times. The emigrants’ living standards have improved. However, there are still some limitations of the migration duties that require the authorities and citizens to have common awareness and cooperate closely in the implementation
