The author reflects the miserable lives of war veterans and their children who are ethnic minorities and victims of Agent Orange/dioxin from A Luoi district, Thua Thien – Hue province and efforts made by local authorities to help the victims overcome their illnesses, eradicate hunger and reduce poverty. The author also mentions their expectations that their children have access to education, vocational training and healthcare – both physical and mental.
