The paper deals with the free migration of the Hmong in the western parts of Thanh Hoa and Nghe An  provinces in the 15 years from 1991-2005. The author analyzes the trend of free migration of the Hmong, both immigration and migration in the direction from northern mountainous provinces, Laos and the Central Highlands to Thanh Hoa and Nghe An provinces and vice versa. He also makes an analysis of local migration of the Hmong in these two provinces. Free migration of this ethnic minority group in these two provinces is not normal and has often been linked to local social and security issues.
