Hội nhập quốc tế cấp địa phương thường bị đánh đồng với các hoạt động đối ngoại biểu tượng hoặc thu hút đầu tư quốc tế đơn thuần. Bài báo nghiên cứu chiều sâu của hội nhập quốc tế cấp địa phương thông qua phân tích đối chéo ba đô thị điển hình: Tokyo (Nhật Bản), Thượng Hải (Trung Quốc) và Rotterdam (Hà Lan). Nghiên cứu làm rõ quá trình các đô thị quốc tế chuyển hóa áp lực và cơ hội toàn cầu thành động lực đổi mới và hội nhập quốc tế thực chất trên ba khía cạnh quản lý đô thị: chính trị - thể chế, kinh tế và văn hóa - dân số - phát triển bền vững. Trên cơ sở đó, bài viết đề xuất một khung phân tích gồm ba cấp độ năng lực tịnh tiến: 1) Năng lực hấp thu, 2) Năng lực thích ứng và thể chế hóa, và 3) Năng lực đồng kiến tạo. Từ đó, nghiên cứu rút ra các hàm ý chính sách quan trọng cho các địa phương Việt Nam, cụ thể là 1) chuyển đổi tư duy đánh giá hội nhập từ hướng “số lượng” sang “chất lượng”, 2) tận dụng các cơ chế đặc thù để trở thành không gian thử nghiệm chính sách, và 3) xây dựng hoạt động đối ngoại theo thế mạnh và chức năng của đô thị, hướng tới đồng kiến tạo giá trị.Lượt tải
