Abstract

The article clarifies the role of the Truong Sa Special Zone in affirming national sovereignty and Vietnam’s aspiration to reach out to the sea. On that basis, it proposes comprehensive and synchronized solutions, focusing on building a smart and green ecosystem, developing a digital knowledge foundation, strengthening the military–civilian bond, improving incentive policies, and developing high-quality human resources.
