Abstract

Ho Chi Minh’s mass mobilization culture constitutes a distinctive system of values, embodying the principles of putting the people first, respecting the people, staying close to the people, understanding the people, and matching words with actions. These values provide important guidance for the mass mobilization work of the Vietnam People’s Army today.
