Abstract

Cadres at grassroots military units play an important role and serve as a central and decisive factor in the quality of training, combat readiness, military regularization, discipline compliance, and the performance of assigned tasks. Therefore, they must receive regular attention, care, education, and comprehensive training in both qualities and competencies, with particular emphasis placed on education and cultivation of revolutionary ethics.
