Abstract

Tua Chua District, Dien Bien Province possesses a rich repository of cultural heritage from diverse ethnic
minority communities offering significant potential for tourism development. This study examines the status of
cultural value exploitation in local tourism, highlighting key challenges in policy frameworks, human resource
capacity, and stakeholder collaboration. Building on these findings, the paper proposes context‑specific
strategies to advance responsible tourism. The proposed approach emphasizes harmonizing economic growth
with cultural preservation, thereby improving community livelihoods and enhancing the district's tourism
