Standardization and the Development of a Database in the General Urban Planning Scheme of Phu Thong Town

Abstract

Developing a planning database is a crucial task to ensure publicity, transparency, and accessibility of information for state agencies, organizations, and the public. This contributes to improving the effectiveness of urban and rural planning, as well as supporting the implementation of the National Digital Transformation Program and realizing Resolution No. 06-NQ/TW dated January 24, 2022, issued by the Politburo. However, in many localities, the implementation of this work still faces challenges and difficulties. Continued research is necessary to make the standardization and construction of planning databases more convenient and widely adopted. This article introduces the process, design method, and experimental results of developing a planning database for the Master Plan for Construction of Phu Thong Town, Bach Thong District, Bac Kan Province, for the period 2021-2030, with a vision toward 2050. The input data include current drawings, plans, and diagrams approved by competent authorities; explanatory reports, tables, and attached miniature drawings; as well as decisions and submissions. The results show that by applying GIS tools, the Master Plan for Construction of Phu Thong Town database is developed in compliance with current regulations, is simple to implement, and effectively supports state management agencies in planning activities, while also facilitating access to planning information for residents and businesses
