Assessing the support policies under Decree No.67/2014/ND-CP on the capture fisheries in Quang Binh province
Abstract
This paper presents the research results on evaluating support policies under Decree 67 to develop fisheries in Quang Binh province. The study used the descriptive statistics method to analyze fisheries data, surveying 48 off-shore fishing vessels owners and captains to assess several impacts of the policies. The study showed that 87 new fishing vessels were built through credit policies; nearly 38 billion VND of crew insurance were supported; seven crew training courses were implemented. Over 90% of fishers rated very positively in the credit support for building and upgrading fishing vessels. However, up to 16.7% of fishers believed that the policy was ineffective or less effective in supporting increasing fishing efficiency and income potential. The study also pointed out several other limitations related to loan application and debt repayment procedures and proposed solutions to improve Quang Binh fisheries’ development.
