The digital human resourses in Vietnam: The current situation

Abstract

Following the successful conclusion of the 14th National Party Congress in January 2026, Vietnam has officially entered a transformative and ambitious phase of breakthrough development, aiming to become a high-income developed nation by 2045 -the centenary of the country’s founding. Crucially, if “science, technology, innovation, and digital transformation” are identified as the “primary engines” of breakthrough growth within a “new growth model,” then “high-quality human resources,” particularly “digital human resources,” serve as the fundamental driver of those very engines.The requirement to develop “digital human resources” as a cornerstone of the next-generation “high-quality workforce” can be regarded as a strategic mandate of the 14th Congress, essential for actualising the vision of national prosperity.
