Training legal human resources to ensure the effective operation of the two-tier local government system

Abstract

The Law on the Organization of Local Government 2025 and its implementing instruments have established a uniform two-tier local government structure (the provincial level and the commune level) throughout the country. This model imposes an urgent requirement for building a corps of officials and civil servants with solid professional competence, particularly human resources in the legal field, in order to ensure the effective operation of the local government apparatus. The article analyzes issues relating to the operation of the two-tier local government system, the current situation of training human resources in the legal field in conformity with the organizational and operational requirements of the two-tier local government system, identifies the challenges, and proposes reform-oriented solutions to enhance the quality of human resources in the legal field, thereby meeting the demands of national development in the new era.
