<p>The training of healthcare human resources represents a critical mission of both the education and health sectors, playing a pivotal role in ensuring a qualified workforce for the protection and improvement of public health. In the context of higher education reform and increasing international integration, the University of Medicine and Pharmacy, Thai Nguyen University serves as a key institution for the education and training of healthcare professionals in Vietnam’s northern midland and mountainous regions. This study examines the current status of healthcare human resource training at the University in recent years, highlighting major achievements as well as existing limitations and challenges in the implementation process. Based on these findings, the study proposes several key solutions aimed at enhancing training effectiveness, thereby strengthening the institutional capacity and academic standing of the University of Medicine and Pharmacy, Thai Nguyen University, and meeting the requirements for the sustainable development of the healthcare sector in the contemporary period.</p>Thân Thị Thu Ngân

<p>In the context of the Fourth Industrial Revolution and digital transformation, developing a digital workforce has become a critical prerequisite for enhancing national competitiveness and advancing Vietnam’s digital economy. This study employs asynthesis and analysis of secondary data from national and international reports, combined with a qualitative assessment of the current state of digital skills and training systems. The findings indicate that the digital workforce remains limited in both quantity and quality, particularly in advanced digital skills; training programs are fragmented and insufficiently aligned; regional skill disparities persist; and lifelong learning mechanisms remain underdeveloped. The study proposes a strategic framework for digital workforce development based on four pillars: education and training, supportive policies, technological infrastructure, and a culture of innovation, along with a roadmap for competency standardization aligned with international frameworks for the period 2025–2030 to meet digital transformation requirements and ensure sustainable development.</p>Phạm Thanh TâmNguyễn Thị Thơ

<p>In the context of a global shift toward deep digital transformation, the development of high-quality human resources has become an urgent requirement for every nation. Vietnam is entering a period marked by major opportunities driven by science and technology, yet it also faces significant challenges, including shortages of digital talent, skill gaps, and slow innovation in training models. Resolution No. 52-NQ/TW (2019) on proactively participating in the Fourth Industrial Revolution and Resolution No. 71-NQ/TW (2025) on breakthroughs in education and training both identify human resources as a strategic breakthrough. This article analyzes the context, requirements, and existing limitations of Vietnam’s human resource training system, thereby proposing a Policy Framework for developing high-quality human resources toward 2030 with a vision to 2045, based on three pillars: (1) improving institutions, (2) developing digital infrastructure and ecosystems, and (3) comprehensively reforming training models towardcompetency-based standards. <p>In the context of rapid global digital transformation, Vietnam’s labor market is facing a significant challenge arising from the widening gap between the skills possessed by learners and those required by employers. Based on a conceptual framework of skills and skill gaps, this study examines the current state of the mismatch between learners’ competencies and labor market demands in Vietnam. It identifies the primary causes of this situation and proposes a coordinated set of solutions to narrow the gap. The research findings indicate that addressing the skill gap requires a multi-actor and multi-level approach: Educational institutions should play a central role in restructuring curricula toward an outcome-based model aligned with practical competencies; Enterprises need to engage substantively in the design, evaluation, and continuous updating of training programs; The State should perform a facilitating role by improving the legal and institutional framework, strengthening coordination mechanisms, and developing an effective labor market information system; At the same time, learners must be recognized as proactive agents in continuously upgrading their skills and adapting to evolving career demands.</p>Lê Thị Huyền

In this context, establishing a Smart University model has emerged as a core strategy for nations to maintain their competitive advantage in human capital. In Vietnam, to realize the strategic breakthroughs envisioned in Resolution No. 57-NQ/TW (December 22, 2024) and Resolution No. 71-NQ/TW (August 22, 2025) of the Politburo, transitioning to the Smart University model is an inherent requirement for the national education system. This paper focuses on analyzing the reciprocal relationship between the Smart University architecture and the human resource supply chain in the new era. <p>Logistics services play an increasingly important role in enhancing national competitiveness and facilitating Vietnam’s economic integration. In recent years, the sector has maintained a high growth rate; however, rapid digital transformation, cross-bordere-commerce expansion, and rising demand for sustainable and green logistics have exposed major legal and institutional bottlenecks. Alongside the core legal basis (the 2005 Commercial Law and implementing instruments), Vietnam has recently introduced and shaped new pilot mechanisms related to Free Trade Zones (FTZs) in selected localities -most notably Da Nang’s FTZ under Resolution No. 136/2024/QH15 and Hai Phong’s special pilot mechanisms associated with an FTZ-oriented development agenda under Resolution No. 226/2025/QH15—while policy discussions and proposals have also emerged for port–logistics hubs such as the Cai Mep–Thi Vai area (Ho Chi Minh city). This article analyzes Vietnam’s current legal framework governing logistics services, identifies key shortcomings in legislation and enforcement—particularly fragmentation, limited coverage of emerging models (e-logistics and green logistics), regulatory inconsistencies on business conditions and liability limits, and weak inter-agency coordination in state governance. Using qualitative methods (legal analysis, synthesis of regulatory documents, practical implementation review, and comparative insights), the study proposes policy-oriented recommendations to (i) update and standardize core legal concepts and scope, (ii) harmonize sectoral regulations, and (iii) strengthen national and local coordination mechanisms for logistics governance and FTZ pilots. <p>In the context of digital transformation and the rapid development of artificial intelligence, the labor market is undergoing profound changes, leading to new demands for human resources. Increasingly, emphasis is placed on soft skills and foundational competencies alongside disciplinary knowledge. However, the reality of university education in Vietnam reveals a significant gap between graduates’ competencies and labor market requirements, particularly in areas such as critical thinking, communication, collaboration, and adaptability in digital environments.This study is conducted based on a literature review and synthesis approach, combined with comparative analysis and a systems perspective, aiming to clarify three main issues: (i) emerging requirements for students’ skills and competencies in the digital era; (ii) the current state of soft skills and foundational competency development among Vietnamese university students; and (iii) representative international experiences in soft skills training. Through analysis of training models such as Canada’s CO-OP program, Japan’s On-the-Job Training, and interdisciplinary project-based learning in the United Kingdom and Australia, the study evaluates the applicability, conditions for implementation, and limitations of transferring these models to the context of Vietnamese higher education.The research findings indicate that the development of soft skills and foundational competencies should be prioritized in university education. The core focus lies in innovating curricula toward a competency-based approach, along with reforming teaching methods in the direction of experiential, interactive, and practice-oriented learning. In addition, strengthening collaboration between universities and enterprises, together with building supportive ecosystems for students, plays an important role in enhancing the quality, practicality, and sustainability of the training process. This article analyzes the institutional framework of university autonomy in relation to digital transformation, thereby fostering a flexible, innovative training environment aligned with labor market demands. Based on an examination of current institutional and policy challenges and limitations, thearticle affirms that university autonomy and digital transformation are prerequisite conditions for training high-quality human resources at universities to meet market needs. <p>This study analyzes the current state of institutions and policies in Vietnam's higher education system for training high-quality human resources. Using a descriptive policy document analysis method and a systematic analysis, the article focuses on evaluating the legal framework and training outcomes in terms of the capacity of the training institution network, scale, enrollment and training structure, quality assurance conditions, and the connection between training and the development of science, technology, and innovation. The research results indicate that Vietnam has established a relatively complete legal framework in the field of higher education; however, core issues remain: (i) university autonomy is only at the principle level and not yet substantive, especially regarding financial autonomy; (ii) state budget investment in higher education is low and lacks focus and priority; (iii) the relationship between universities and businesses remains largely formal; and (iv) there is a shortage of highly skilled human resources in core technologies and emerging technologies. <p>The establishment of an International Financial Centre in Vietnam represents a strategic policy orientation aimed at enhancing the country’s position in the global financial value chain and attracting high-quality investment flows. A fundamental prerequisite for ensuring the stable, transparent, and efficient operation of the International Financial Centre is the existence of a professional and effective judicial mechanism. Within this framework, the Specialized Court plays a pivotal role in resolving financial, commercial, and international investment disputes. This article examines the necessity of human resource development for the Specialized Court and identifies the standards and competencies required of judges, court clerks, and judicial officers in the context of deepening international integration. Building on this analysis, this article proposes key training priorities, strategic orientations, and practical solutions aimed at developing a highly qualified workforce for the Specialized Court, equippedwith strong professional expertise, sound adjudicative skills, and a comprehensive understanding of international law and practices. <p>Trong bối cảnh Cách mạng công nghiệp lần thứ tư, sự phát triển nhanh chóng của công nghệ, tự động hóa và số hóa đang làm biến đổi sâu sắc nội dung, phương thức và yêu cầu của lao động kỹ thuật, qua đó đặt ra những thách thức mang tính cấu trúc đối với đào tạo nguồn nhân lực công nhân kỹ thuật. Bài tham luận tiếp cận vấn đề trên cơ sở kết hợp logic phê phán và kiến tạo, nhằm làm rõ những tiền đề lý luận và thực tiễn của đổi mới đào tạo trong điều kiện sản xuất hiện đại. Từ góc độ triết học, bài viết khẳng định đào tạo công nhân kỹ thuật cần được đặt trên nền tảng quan niệm phát triển về con người lao động, coi người lao động là chủ thể năng động, có khả năng thích ứng, sáng tạo và học tập suốt đời, thay vì chỉ là đối tượng được trang bị kỹ năng nghề nghiệp đơn lẻ. Trên bình diện kinh tế, bài tham luận chỉ ra rằng hiệu quả đào tạo không thể chỉ đo bằng quy mô cung ứng lao động, mà phải được đánh giá thông qua khả năng sử dụng hiệu quả và phát triển bền vững nguồn nhân lực trong quá trình sản xuất. Từ góc nhìn kỹ thuật, yêu cầu của sản xuất hiện đại đòi hỏi đào tạo phải hướng tới hình thành năng lực tổng hợp, gắn với công nghệ số, tự động hóa và các hệ thống sản xuất tích hợp.</p> <p>Trên cơ sở phân tích thực trạng, bài viết chỉ ra những hạn chế chủ yếu của đào tạo công nhân kỹ thuật hiện nay, làm rõ các nguyên nhân mang tính nhận thức, mô hình và điều kiện bảo đảm chất lượng, đồng thời đề xuất các định hướng và giải pháp đổi mới đào tạo gắn với doanh nghiệp và công nghệ số. Qua đó, bài tham luận khẳng định đổi mới đào tạo nguồn nhân lực công nhân kỹ thuật là vấn đề có ý nghĩa lý luận và thực tiễn sâu sắc, giữ vai trò then chốt trong việc nâng cao chất lượng nguồn nhân lực và năng lực cạnh tranh của nền sản xuất trong kỷ nguyên công nghiệp mới.</p>Vũ Thị Thuỳ
