After the Geneva Agreement, the US removed France from the governing apparatus and imposed neo-colonialism in South Vietnam, implementing the strategy of “denouncing communism, destroying communism” to suppress the patriotic movements, take revenge on former resistance fighters, destroy revolutionary bases, the revolutionary movement in the South suffered heavy losses. In that situation, the Party Central Committee issued Resolution No. 15, paving the way for the revolution in the South to advance, turning the situation around, leading to the “Dong khoi” movement, shifting the revolution in the South from a position of preserving forces to an offensive position, opening a turning point for the revolution in the South.
