The “four pillar resolutions” of the Politburo - The strategic role, interconnection, and mutual reinforcement

Abstract

The Politburo has successively issued four strategic resolutions on science, technology, innovation, and digital transformation; on international integration in the new context; on renewing legislative development and enforcement; and on private sector development.
These are not isolated policies but rather the “four pillar resolutions” - a strategic framework that is integrated, interconnected, and mutually reinforcing. The article analyzes the strategic role of each resolution, while underscores the linkages among institutions, technology, markets, and integration. Thereby, the article assesses their long-term impacts on national development toward 2045. It also proposes solutions for synchronized and
effective implementation across the entire political system and society.
