Accelerating strategic breakthroughs in human resource development
Abstract
Human resource development, especially high-quality human resources, has been identified
by the Communist Party of Vietnam as one of three strategic breakthroughs to promote
sustainable socio-economic development and enhance national competitiveness since the
11th Party Congress (in 2011). Up to now, this policy has been continuously implemented
for nearly three terms of the Party Congress and has brought about outstanding results,
contributing significantly to the cause of national innovation and development. Based on the
assessment of the achieved results and the causes of the limitations, the article proposes a
number of solutions to continue to effectively implement the strategic breakthrough in human
resource development in Vietnam in the coming time.
