Protection of juveniles in Vietnam: Current situation, gaps, and solutions through index measurement
Abstract
This study aims to develop an index for measuring the protection of adolescents in Vietnam to support evidence-based policymaking. Using document analysis, policy review, and evaluation of educational, healthcare, and legal programs, the research identifies major achievements and persistent challenges. While Vietnam has made progress in improving legal frameworks, enhancing social awareness, and strengthening child protection systems, disparities between regions, financial resource constraints, and weak intersectoral coordination remain significant issues. The study proposes the development of a Protection Index as a new approach to objectively assess current conditions, forecast future trends, optimize resource allocation, and strengthen collaboration among stakeholders. The index is expected to serve as a comprehensive tool for monitoring, evaluation, and policy adjustment, thereby improving the protection and holistic development of adolescents in Vietnam.
