Abstract

The strategic identification and effective utilization of talent are critical components of nationaldevelopment, particularly in the realms of culture and sports. President Ho Chi Minh, during his lifetime,consistently emphasized the importance of nurturing and employing talented individuals, and exemplifiedexceptional leadership in talent management. This paper examines the core principles of Ho Chi Minh’sideology regarding talent appreciation and employment. Drawing upon these principles, the study proposes a set of policy recommendations and practical strategies aimed at enhancing the recruitment, training, andretention of talent in the cultural and sports sectors of Ho Chi Minh City, aligned with the demands andopportunities of the contemporary era.
