Spatial analysis of Phan Rang-Thap Cham city, Ninh Thuan province adapting to drought according to the concept of adaptive interlevel system (PANARCHY)

Abstract
This study applies the perspective of the Adaptive Interlevel System (Panarchy) to analyze the drought adaptation of Phan Rang-Thap Cham city, Ninh Thuan province in a multi-level interactive relationship. The analysis is implemented through three levels of the system: regional level (province), urban level (city) and regional level (ward/commune). Through the Panarchy theoretical framework, the paper clarifies the interaction between levels, identifies fault points, spreads risks and opportunities to restructure the system. On that basis, it proposes a flexible adaptation planning strategy and multi-level integration, in order to strengthen the resilience of dry cities in the context of climate change.
