Application of ANP analysis model to determine the attractive factors of PPP projects in Ho Chi Minh city
Abstract
Public-Private Partnership (PPP) is one of the potential project delivery method to develop Vietnam construction industry. However, it is the fact that PPP projects have not been attractive for many investors. Therefore, the paper aims to study key factors attractive investers to invest in PPP construction projects in Ho Chi Minh City. A research survey is carried out by investors, state agencies and project stakeholders, who have much experience in handling PPP construction projects. Attractive factors are classified into five key groups of factors derived from: 1) Project characteristics; 2) Economic incentive policies; 3) Investment environment; 4) Public sectors and 5) Investor's characteristics. Using the SPSS statistical analysis tool and the Analytic Network Process (ANP) model, the study pointed out the main factors that influence the attraction of PPP projects including: high profitability, investor supports, PPP commitment agreements, effective risk management. The preliminary results would support project managers and other stakeholders in improving the efficiency and effectiveness of public-private partnership project management in Vietnam.
