Các hành vi vi phạm trật tự xây dựng trên địa bàn thành phố Hồ Chí Minh

Abstract

Law violation behaviors against construction regulations occur complicated and cause citizen offences. Moreover, occurences of each behavior’s are different. Therefore this study aims to determine frequencies of violation behaviors to help government agencies having specific measures to minimize them. The research was conducted based on the comments of experts related to the construction violation behaviors. There are five behaviors have high frequency, including: 1) incomliant with construction permit, 2) no construction permits, 3) incompliant with the approved design, 4) incompliant with the approved planning, and 5) inappropriate HSE management. Based on the results, proposed solutions are provided to eliminate number of violation cases and enhance the management capacity of government agencies.
